The Higher Occupational Certificate: Human Resource Management (HRM) Administrator is a QCTO-aligned occupational qualification designed to strengthen HR administrative capacity within organisations. Programme Purpose

This qualification prepares employees to function effectively as Human Resource Management Administrators, supporting the full HR value chain through ethical, professional, and legally compliant administrative services.

Qualified HRM Administrators contribute directly to:

All competencies are assessed through integrated theory and practical workplace application.

Assessment Model

Assessment is conducted through an Integrated External Assessment at a QCTO-accredited assessment site. The model combines theory and practical application using an open-book, workplace-oriented approach.

  • Integrated external summative assessment

  • Minimum assessment duration: 3 hours

  • Focused on real-world HR administrative competence

Entry & Work Experience Requirements

To qualify for the external assessment, employees must:

  • Complete the prescribed knowledge and practical skill modules

  • Submit a signed Statement of Work Experience

  • Maintain a workplace logbook confirming practical exposure
